    Tom Ferris is a consultant economist. He has been President of the CIT and was formerly the Department of Transport’s Senior Economist. He will argue that when the new Government enters office it should launch a significant public investment programme. That is required following the slashing of investment during the past seven years and the need for ‘catch-up’ following the cut-backs that were required by the Troika during the fiscal crisis. But it is not just a matter of allocating funds.  Government Departments need to clearly operate a robust appraisal system to ensure that all investment proposals meet the criteria of consistency with the strategic goals of government, and meet the evaluation tests for inclusion of projects in an investment plan. Projects should only be given the ‘green-light’, after they have successfully met the assessment standards laid-down by Government. Any project that fails to meet the evaluation tests should be rejected. Government Departments have help at hand. In particular, there is the Public Spending Code, produced by the Department of Public Expenditure and Reform, which provides a comprehensive and uniform approach for project appraisal and evaluation by all Public bodies that are charged with delivering projects.
